This strengthens your lats, which move your arms back and which are used in every pulling motion. It improves your ability to sweep floors, pull cans and boxes off shelves, pick things up off the floor, etc.
 
Arch your back somewhat and pull the handles back to your upper stomach, moving your hands apart further the closer you get to your stomach. Do not use your legs!
 
Keep your elbows close to your sides so you are using your back and not your arms. See this page for how to make rowing handles like these with almost no effort.
